Dealing with Rough Neighbors is Not Fun

I live right by a welding supply company, and my daughter was running outside last night and tripped on some welding wire and really got hurt. I have talked to the owner about them leaving garbage or extra wire outside many times, and he always says how sorry he is and that he will talk to his workers and make sure this stops. The first time he told me this, I actually believed him. He said that he has young children as well, and he understands how they can get hurt easily. I was really happy at that first meeting. Now I think he was just blowing smoke because we are still having the same problem. I don’t think that it is right for me to restrict my daughter from playing outside just because of a few careless workers. I’m not sure what else I can do. I called my husband and he said that he will look into it more.
